(AP) ? Advocates for U.S. atomic workers sickened by radiation exposure say they're stunned that a federal claims training manual uses fictional characters' names, including an apparent reference to the disfigured villain of the "Nightmare on Elm Street" horror movies.

Deborah Jerison of Yellow Springs, Ohio, said she recently received the Labor Department manual in response to a Freedom of Information request made months earlier. Her late father worked at a now-defunct nuclear weapons plant in Miamisburg, Ohio. She heads a group that helps former atomic workers and their families pursue federal occupational illness compensation claims.

The manual she says she received uses case names derived from TV and movies, such as claimant "Freddie Krueger," spelled slightly different than the Freddy in the "Nightmare" series. The Krueger in the manual is reported as dying on Oct. 31 ? Halloween. The example suffered from "depression, dementia and skin cancer."

Jerison, whose physicist father James Goode died in 1960, said she didn't like seeing someone in a situation similar to his being depicted that way.

"This is a very dark subject and I can see where people would use humor to get through it, but this is bad," she said.

The Labor Department issued a statement Tuesday saying a former contractor prepared the manual several years ago for internal use only, and the references in question have been removed after review.

"We agree that the use of fictional characters with negative attributes could be perceived as insensitive," Gary Steinberg, acting director of the Office of Workers' Compensation Programs, said in the statement. "An oversight of this nature does not reflect the values and principles by which we operate."

Another claimant is called Jack Bauer, the hero of TV's "24" drama. A pathologist is called Hannibal Lechter, an apparent reference to the cannibalistic Hannibal Lecter of books and movies. TV doctors treating patients in the case studies include Dr. Amanda Bentley, a character on the series "Diagnosis: Murder, and Dr. Marcus Welby, who was a genial family practitioner on an ABC drama.

David Manuta of Waverly, Ohio, wrote to the Labor Department as a member of the Alliance of Nuclear Worker Advocacy Groups, saying the references are examples of continued disrespect for claimants. The chemist worked at a Cold War-era uranium enrichment plant in southern Ohio.

He said Tuesday that he knows that "the younger generations" like to use humor, but he said it was out of place.

"It's absolutely offensive for those of us who have handled those nuclear materials," he said.

Jerison's father worked at The Mound plant that made triggers and detonators for nuclear weapons. She said she helped her mother pursue a claim for years, but the $175,000 in compensation didn't arrive until after her mother's death. About three years ago, she used part of that money that had been divided among Goode's children to start the nonprofit Energy Employees Claimant Assistance Project.

She had requested the claims training manual to gain information about the process from the government side. The compensation program was established in 2001, but it's unclear when the manual was published; its 24 chapters take trainees from the history of the nuclear energy to step-by-step instruction in conducting a claims hearing.

The manual's use of fictional names was first reported by the Dayton Daily News.

2) Ask yourself a few initial questions:

Whom do you want to inherit these assets (and liabilities)? Are they aware of your wishes?

Whom do you want handling your financial affairs if you?re incapacitated?

Whom do you want making medical decisions for you if you become unable to do this?

Do you have young children or dependents? If yes, have you made your wishes clear as to who will care for them and with the proper financial resources?

Do you have out-of-date planning due to life changes? (additional children, empty nest, divorce, deceased spouse, relationship changes, etc.)

While estate-planning strategies have changed for some clients due to the 2010 Tax Relief Act, it is important to remember that the core needs remain very much the same.

Starting with these essential areas will lead to the process of creating and most important implementing and monitoring an effective plan. Burying our heads in the sand or simply asking our best friend if she would be the guardian of our seven children does not a plan make.

African-American women develop functional health challenges earlier than their fellow seniors, researchers say

While examining self-reported data about the lives of 8,700 older people, a Case Western Reserve University sociologist identified an accelerated rate of reported physical limitations by African American women in their mid-50s and 60s.

The finding surfaced as researchers looked generally at how the intersection of gender and race/ethnicity affect health disparities among older African-Americans, Mexican-Americans and Whites.

David Warner, assistant professor of sociology at Case Western Reserve University, found that, in general, men of all racial/ethnic groups fared better than the women. And, those with education, economic means and higher net worth reported fewer physical health issues.

"But we could not find the reason why African-American women developed limitations faster than other gender and racial/ethnic groups," he said.

Warner and his co-investigator Tyson H. Brown from Vanderbilt University set out to approach health disparities in a new way by looking at gender and race/ethnicity concurrently in order to better understand health disparities.

Overall, the researchers found that gender and race/ethnicity jointly and simultaneously define access to resources that promote health and exposure to risks that undermine the health of individuals over time.

The researchers did find that life disadvantages, such as lower incomes and lack of access to health care surfacing in midlife tend to follow individuals throughout their lives and that women are particularly at risk for such disadvantages.

Social Science & Medicine reported their research findings in the article, "Understanding how race/ethnicity and gender define age-trajectories of disability: An intersectionality approach."

The investigators of the National Institutes of Health-funded study reached their conclusions from a comparative analysis of 8,701 people between the ages of 53 and 75, who answered questions over seven biennial waves (1994-2006) in the U.S. Health and Retirement Study.

Disabilities were measured from answers to self-reported survey questions that assessed mobility, strength and upper and lower body functional limitations. They also examined information about early life experiences, adult social economic status, marriage and health-related behaviors to determine what influence these might have on disabilities.

Statistical analyses of survey responses showed emerging patterns in the functional health of these seniors.

Early life events, adult socioeconomic status, marital status and health behaviors explained disparities in the limitations men experienced, but didn't do so as clearly for women.

Aging White men overall started out with less than one disabling limitation on average, but every year slightly increased until age 75 when they had slightly more than two.

Mexican-American women, who fared the worst, reached 75 with twice as many physical limitations on average as White mennearly five.

Mexican-American men, African-American men, White men and White women did not vary significantly in the rate at which they developed disabilities as they aged. However, African-American women gained more disabilities early on. After their mid-60s, the rate of disabilities began to decrease. By age 75, it appeared the pace of acquiring disabilities had stabilized.

Warner said new information about physical health changes with age emerged when race/ethnicity and gender were jointly examined.

According to the researchers, this study's findings demonstrate the need for health-preventions efforts aimed at eliminating functional health disparities overall, but also point to the need for further research and interventions that address the unique health experiences of African American women with age.

Libya's NTC readies new push into Sirte (Reuters)

TRIPOLI (Reuters) ? Fighters backing Libya's interim rulers prepared to renew their advance into the coastal city of Sirte on Monday after NATO aircraft bombed targets in Muammar Gaddafi's home town to sap the resistance of the deposed leader's troops.

Anti-Gaddafi forces had pushed to within a few hundred meters of the center of Sirte, one of the last bastions of pro-Gaddafi resistance in Libya, but drew back on Sunday while NATO aircraft launched their attacks.

Sirte lies between the capital Tripoli and the eastern city of Benghazi, both now held by the National Transitional Council, whose fighters toppled Gaddafi last month, six months into a campaign that is not yet over.

Taking Sirte would be a huge boost for the NTC as it tries to establish credibility as a government able to unite Libya's fractious tribes and regions, and a blow for Gaddafi, widely believed to be on the run inside Libya.

Gaddafi loyalists showed they were still a threat by launching an attack on Sunday on the desert oasis town of Ghadames, on the border with Algeria, NTC officials said.

The NTC said on Sunday its followers had found a mass grave containing the bodies of 1,270 people killed by Gaddafi's security forces in a 1996 massacre of prison inmates in southern Tripoli.

The mass grave was the first physical evidence found so far of the Abu Salim prison massacre, an event that was covered up for years but created simmering anger that ultimately helped bring about Gaddafi's downfall.

Survivors have told human rights groups that guards lined up inmates in the courtyards of the Abu Salim prison at dawn on June 29, 1996, and security men standing on the prison rooftops shot them down.

The uprising that toppled Gaddafi was ignited by protests linked to the Abu Salim massacre. In February, families of inmates killed there demonstrated in Benghazi to demand the release of their lawyer.

There was little fighting on Sunday on the ground west of Sirte, where NTC fighters have advanced closest to the center.

On the eastern side, their forces pushed to within 9 miles of the city center, an advance of more than 25 km.

A Reuters reporter there said NTC forces had been helped by NATO bombing, and said she could hear artillery fire and see black smoke on the horizon. Doctors at a hospital east of Sirte said one fighter had been killed and 12 wounded in clashes.

Gaddafi's spokesman contacted Reuters to deny reports that Gaddafi and his family had helped themselves to Libya's oil wealth, giving an insight into his current preoccupations.

"The leader of the revolution and his family are among the poorest citizens," said the spokesman, Moussa Ibrahim. He spoke by telephone and did not reveal where he was calling from.

Accounts from NTC fighters and people who had left Sirte indicated pro-Gaddafi forces were trying to prevent civilians from fleeing, effectively using them as human shields.

"Gaddafi's forces have surrounded the area, closed it off, by shooting at people," said a man called Youssef, driving away from Sirte with his wife. "There are a lot of people who want to get out but can't."

A man saying he was a hospital doctor in Sirte told Reuters by telephone it was NTC forces who were making civilians suffer. Wounded people were dying because medical supplies were running out and the hospital had been hit by shellfire, he said.

The doctor, who gave his name as Abdullah Hmaid, used the mobile telephone of the Gaddafi spokesman, Ibrahim, who is a native of Sirte.

FRAGILE GRIP

The attack by pro-Gaddafi forces on Ghadames underlined the fragility of the NTC's grip even on parts of the country nominally under its control.

The town, about 600 km southwest of Tripoli, is near a border crossing that pro-Gaddafi Libyans have used to flee into Algeria. Its old town, an intricate maze of mud walls, is a UNESCO world heritage site.

"These militias have attacked our people in Ghadames city," the NTC's Bani told a news conference, adding that NTC fighters expected to be in full control of the area in "a matter of days."

A month after ousting Gaddafi's forces from Tripoli and most of the country, the challenge to the NTC's rule is now focused in Sirte and Bani Walid, a town about 170 km (105 miles) southeast of Tripoli.

Until both are captured, Libya's new rulers say they cannot begin the process of holding elections. Wrangling over ministerial portfolios has prevented them from forming a caretaker government, deepening uncertainty over the country's future.

(AP) ? Despite intense security for a national meeting of Mexico's state prosecutors and tough talk from top cops, criminals dumped more bodies in Veracruz three days after gunmen left 35 corpses on a major avenue during rush hour.

An official said Friday that police found 11 bodies around town Thursday, even as this Gulf of Mexico port city ramped up security for the prosecutors meeting by deploying hundreds of soldiers, sailors and police on the streets.

It was unclear who left the most recent group of bodies. Officials believe the New Generation gang was behind the dumping of 35 bodies Tuesday on a busy street just a half-mile (kilometer) from the convention hall as a grim message to the Zetas drug cartel, which dominates the region.

Authorities had established a security perimeter around the metropolitan area, with soldiers in trucks stopping people in town they considered suspicious. The prosecutors meeting was Thursday and Friday.

Residents in Veracruz said this week's horrors had only deepened the fear scaring visitors away from the tourist destination and keeping some residents at home at night.

In August, panicked parents rushed to fetch their children from Veracruz schools after a couple posted Twitter messages warning of nonexistent drug cartel attacks on banks and schools.

"Each time, it's worse, and I don't know if it's going to get better," said a 19-year-old student, who like other people interviewed in Veracruz refused to let their names be used for fear of reprisals.

Another man said he felt crime in town had worsened over the past four months.

"Terrifying, terrifying," he said, reacting to Tuesday's find.

"It's among themselves that they're fighting," the man said of drug gangs. "I don't know if they're the Zetas or the Y's or the X's."

The New Generation gang is believed to be linked to Mexico's most-wanted drug lord, Joaquin "El Chapo" Guzman, who heads the Sinaloa cartel, according to a U.S. law enforcement official, who spoke earlier in the week on condition of anonymity for security reasons.

Mexican federal Attorney General Marisela Morales said drug dealing was a factor in the mass killing in Veracruz. The port is the biggest city in Veracruz state, which is a main transit route for cocaine and migrants coming from the Guatemalan border.

According to Veracruz state prosecutors, the majority of the 35 victims identified had police records that included kidnappings, extortion, murder and drug dealing. Authorities have not released their identities, but have said one victim was a local police officer who had gone missing.

The 35 bound, seminude and tortured bodies were dumped beneath an overpass during rush hour Tuesday as gunmen waved weapons at horrified motorists.

"It's no surprise to anybody that the criminal gangs are fighting to control turf and dominate drug dealers," Morales said.

A Veracruz restaurant owner, who spoke on condition of anonymity, said Mexico's security situation isn't improving because most state governments aren't coordinating with President Felipe Calderon and federal authorities in the crackdown on drug cartels. He said his restaurant has seen business drop by 35 percent in just the past month in large part because of the violence.

More than 30,000 people have died in drug war-related violence around Mexico since Calderon launched his offensive in 2006, according to government figures.

"There is no leadership," the restaurant owner said. "It's the president alone."

Despite the violence, some tourists went ahead with travel plans to Veracruz. On Thursday, dozens were strolling along the city's oceanfront, and buses brought other visitors to the seaside strip.

"You can't ignore the reality, but you can't stop what you have to do," said Gerardo Galvez, a Mexico City resident visiting the city with his wife. "We can't lock ourselves up. You have to continue with life."

For those seeking to understand and manage ecosystems, a key idea has resonated for more than two decades: spatial variation is essential for ecological sustainability over time. Now a new book examines the impact of that revelation.

It's been more than 20 years since H. Ronald Pulliam, former president of the Ecological Society of America and Regents Professor Emeritus of Ecology at the University of Georgia, published a now classic paper "Sources, Sinks, and Population Regulation." In it, he argued that animal and plant populations can be thought of as consisting of sub-populations inhabiting "good" (source) habitat patches and "bad" (sink) habitat patches. Pulliam also put forth that habitats should not be viewed in isolation from other habitats because organisms move among various habitats.

Now, two scientists at Michigan State University and two others assemble a cast of scientists to weigh in on the impacts of Pulliam's paper over the years. The task was not easy, considering that the paper has been cited over 1,600 times in the scientific literature and has inspired numerous advances in ecological theory and methods, conservation and management practice, and many other disciplines such as economics, human health, ecosystem services, biodiversity, climate change, mathematics, law, medicine, and international relations.

The book "Sources, Sinks and Sustainability" (Cambridge University Press, 544 pages) has been released in the United States and Great Britain. It's edited by Jianguo "Jack" Liu and Vanessa Hull at the Center for Systems Integration and Sustainability at MSU, where Liu is director and Hull is a PhD student.

Anita Morzillo, an assistant professor in the Department of Forest Ecosystems and Society at Oregon State University; and John Wiens, chief conservation science officer at PRBO Conservation Science, also are editors. The book incorporates contributions from 53 authors and more than 70 reviewers from around the world who are experts doing cutting-edge work in this evolving field.

"Sources and sinks help us understand and model populations in a more comprehensive way that celebrates the variation in nature," Hull said. "We can see populations as different parts interacting to make a whole. We can also appreciate that populations change with respect to what is happening in different habitats."

Hull explained, for example, that a giant panda population may be spread across an area with a mix of "source" and "sink" habitats. Appreciating this variation and what causes it can help us better understand what makes the species persist or die out.

This new way of looking at populations has an important impact on conservation. "A big challenge in conservation is selecting targets," Hull said. "There often are so many challenges in terms of how to focus efforts and allocate resources for conservation. The concepts of sources and sinks help a lot with selecting targets because you can understand how different targets make different contributions to the overall population."

Liu, who did graduate work under Pulliam, organized a symposium in 2008 with the other book editors to honor Pulliam in his retirement and review the impact of that classic paper. This book draws on the excitement generated by the 30 presenters from around the world.
