IMF approves $2.3 billion aid for Greece

WASHINGTON (Reuters) - The International Monetary Fund on Monday approved a further 1.7 billion euros ($2.3 billion) in funds for Greece's bailout program after completing the fourth review of the cash-strapped euro zone state.

Greece last week adopted the last piece of legislation its international lenders required to release the next batch of rescue loans, after two months of wrangling over unpopular measures to overhaul the economy. The total funds from the IMF, the European Commission and the European Central Bank comprise 5.8 billion euros.

The IMF also confirmed lenders would modify Greece's September target for how much money it needs to get from privatizing state firms, after Athens struggled to sell natural gas distributor DEPA in June.

The European Union announced the move earlier on Monday, saying Greece would now need to make only 1.6 billion euros from privatizations, down from 2.6 billion euros. But Athens will now have to recoup that money in 2014 to ensure it stays on course to lower its debt.

"Urgent steps need to be taken to address concerns about the structure and governance of the privatization program and to improve its effectiveness," IMF Managing Director Christine Lagarde said in an updated statement on Monday.

Greece's reform record has been patchy ever since its EU/IMF bailout started in mid-2010, leading to frequent delays in the disbursement of rescue funds.

Opposition to the bailout has also intensified as Greece goes through its sixth year of recession and unemployment hovers at a record rate of 27 percent.

The IMF's board waived several requirements Greece had to meet by the end of June, since data was not yet available. This includes targets for overall government debt, government domestic arrears and the general government balance.

Lagarde commended Greece for cutting budgets and external imbalances, but said Athens has not done enough on broader reforms to its tax collection and public sector, which are necessary to ensure its economy returns to growth.

"Given the slow progress in public administration reforms, efforts should focus on ensuring exit of unqualified personnel to create room to hire new staff with the relevant skills," Lagarde said.

Subject to implementation of further reforms, Athens stands to receive another 1 billion euros from international lenders in October. Greece's rescue, approved in March 2012, will total 173 billion euros over four years, the IMF said. It is meant to help Athens recover from a sovereign debt crisis and return to markets, and protect the country from a possible exit from the euro zone.

(AP) ? An Indianapolis congregation on Sunday mourned the deaths of their youth pastor, his pregnant wife and another member who were killed when a church bus overturned with just a mile to go in a return trip from a Michigan summer camp.

Saturday's accident devastated members of Colonial Hills Baptist Church, who had been anticipating a joyful homecoming with the 37 people who were aboard the bus. Youth pastor Chad Phelps, his pregnant piano-teacher wife, Courtney Phelps, and chaperone Tonya Weindorf were killed, said deacon Jeff Leffew.

Dozens of people were injured in the crash, which happened near Interstate 465. On Sunday, six teenagers remained hospitalized, including one who was in critical condition.

Dennis Maurer, a 68-year-old congregation member who was driving the church-owned bus, told authorities that its brakes failed before it struck a raised concrete median and flipped on its side, Indianapolis police said.

The Phelpses, who were in their mid-20s, were expecting their second child, Leffew said. Chad Phelps was the son of the church's senior pastor and became its youth pastor late last year, he said.

"We're going to have a long road, but God is good," Leffew said at a Sunday news conference.

The couple's nearly 2-year-old child, Chase, was injured in the crash. He was treated and released from a hospital Saturday, IU Health spokeswoman Sally Winter said.

The bus had nearly completed its 365-mile journey from Camp CoBeAc, near Prudenville, Mich., when it overturned about a mile from the church, where parents were waiting to pick up their children who had just spent a week praying, zip-lining and playing basketball.

Weindorf, the 51-year-old chaperone who was killed, had five children, Leffew said.

"Tonya was at camp because she has a special-needs child who wanted to go, and she wanted to go and make it a good week, and according to her husband, it was a great week, and that's who Tonya was," said Leffew, who sent four of his own daughter to the camp.

Leffew, of Fishers, said only one of his daughters was on a second bus that pulled into the parking lot, and that he raced to the northern Indianapolis crash site. What he found was surreal ? clothing and other items strewn about and windows missing from the bus.

"You're just praying that it's not as bad as it looks," he said Saturday. His daughters escaped with bumps and bruises.

Troy Riggs, Indianapolis' public safety director, called the crash a "great tragedy."

"They were not that far from home. ... That only adds to the tragedy," Riggs said Saturday.

Duane Lloyd, who witnessed the crash, told WTHR that he saw the crash happen at about 4:15 p.m., which was about the time Chad Phelps tweeted that the group would arrive at the church.

"I heard a skid. I looked back. I see this bus in the air and people falling out of the bus," Lloyd said. "I could have gone my whole life without seeing that."

He said people approached and tried to help.

"People were literally trying to lift the bus," Lloyd said. "You just try to do what you can do."

Three of the six hospitalized teens, including the one in critical condition, were at IU Health Methodist Hospital, Winter said Sunday. The other three were at the Riley Hospital for Children at IU Health. Many of the patients had head, arm and leg injuries, fire officials said.

Leffew thanked rescue workers and good Samaritans who tried to help after the crash, as well as local churches and businesses that have offered their support.

"We are so grateful for that outpouring of love and care," he said Sunday.

Analyst: Samsung Finally Overtakes Apple for Mobile Operating Profits

Research firm Strategy Analytics is estimating that Samsung's second-quarter operating profits have finally overtaken Apple's to the tune of $5.2 billion to $4.6 billion. We say estimating, as these are figures that the companies don't specifically report ? although Samsung did indicate that the company's mobile division hit $5.6 billion in profits in its Q2 earnings statement, the slight disparity in figures comes from non-mobile sales.

So, what helped carry Samsung to its second-quarter success over Apple in the mobile market? According to Strategy Analytics' Neil Shaw, a senior analyst, Samsung combined high sales volumes and high wholesale prices while simultaneously trimming the fat on its overall costs.

Apple, which had previously been the world's most profitable smartphone vendor since the third quarter of 2009, is currently facing two main threats to its profit margins: A lower percent of iPhone 5 sales compared to the company's other smartphones, which Apple will attempt to bolster by allegedly introducing the company's first trade-in program and possibly splitting the iPhone 5 brand into a high-end and mainstream smartphone. Additionally, Apple is having to deal with stronger competition from its manufacturing rivals.

"Samsung is performing well in the US market, while Huawei, ZTE and other local brands are growing vigorously in China. Apple is now under intense pressure to launch more iPhone models at cheaper price-points or with larger screens to fend off the surging competition and recapture lost profits in the second half of 2013," said Strategy Analytics executive director Neil Mawston in a statement.

According to Apple's third-quarter earnings report, its total international sales are struggling a bit: Revenues are down $600 million year-to-year in Europe, $800 million in China, and flat in Asia Pacific. Japan's up $500 million, one of the few silver linings Apple has managed to generate among the international markets.

Senior vice president and CFO Peter Oppenheimer, didn't appear fazed when answering questions on the company's recent earnings call regarding Apple's international sales. Take China, for example:

"I think it's important to put it in perspective. If you combine the (result story) that we have in Greater China, our revenues there were $4.9 billion for the quarter, and so that's about 14% of the Company, which is very significant. A few years ago that was in hundreds of millions, and so we've grown our business there significantly," Oppenheimer said.

Netanyahu neither confirms nor denies July airstrike against Syria

On Sunday, Israeli Prime Minister Benjamin Netanyahu would not confirm or deny a reported Israeli airstrike which recently targeted advanced Russian missiles in Syria. Netanyahu reasserted Israel's commitment to preventing dangerous weapons from reaching the hands of Hezbollah.?

The airstrike in Latakia reportedly targeted Russian Yakhont anti-ship missiles, one of the types of advanced weapons that Israeli officials have previously said they would not allow to reach Syria. It would be the fourth known airstrike against Syria this year.

Asked about the reports on the CBS-TV show "Face the Nation," Prime Minister Benjamin Netanyahu refused to confirm or deny Israeli involvement in the latest airstrike.

"My policy is to prevent the transfer of dangerous weapons to Hezbollah in Lebanon and other terror groups as well. And we stand by that policy," he said, according to a transcript of the interview provided by CBS.

Israel?has been carefully watching the Syrian conflict since it erupted in March 2011. While it has been careful not to take sides in the civil war,?Israel?has repeatedly said it would take action to prevent what it calls "game changing" weapons, including chemical weapons and advanced guided missiles, from reaching Hezbollah or other hostile militant groups. Syria's President Bashar Assad is a key backer of Hezbollah.

In January, Israeli aircraft destroyed what was believed to be a shipment of advanced Russian anti-aircraft missiles in Syria that were bound for Lebanon. In May, a pair of Israeli airstrikes near Damascus targeted advanced Iranian ground-to-ground missiles also thought to be headed for Hezbollah.?Israel?has never confirmed involvement in any of the airstrikes.

Following the May attack, Syrian President Bashar Assad vowed to retaliate if?Israel?struck his territory again. Assad has not commented on the latest alleged airstrike.

Yakhont missiles are powerful anti-ship weapons launched from the shore that are difficult to defend against.

They travel at twice the speed of sound close to the surface of the water, making it hard for radar to detect them.?Israel?sees them as threatening its military and commercial installations along the coast, including its offshore natural gas reserves.

Hezbollah used a less-advanced Iranian surface-to-sea missile to hit an Israeli warship during a monthlong 2006 war. That attack killed four Israeli sailors.

China's economic growth slows more as trade slumps

BEIJING (AP) ? China's leaders face new pressure to stimulate a slowing economy after growth fell to its lowest since 1991, hurt by weak trade and efforts to cool a credit boom.

The world's second-largest economy expanded 7.5 percent over a year earlier in the three months ending in June, down from the previous quarter's 7.7 percent, data showed Monday. Growth in factory production, investment and other indicators weakened.

The fifth straight quarter of growth below 8 percent is "a clear sign of distress," said IHS Global Insight analyst Xianfang Ren in a report. With investment weak, she said growth might be "at risk of stalling."

Analysts said growth could fall further in the current quarter, adding to pressure on communist leaders who took power last year and are trying to shift China from reliance on exports and investment to slower, more sustainable growth based on domestic consumption.

Chinese leaders are likely to respond by launching new stimulus to make sure growth hits their target for this year of 7.5 percent, said Credit Agricole CIB economist Dariusz Kowalczyk. He said that might include weakening the Chinese currency to spur exports or pumping money into the economy through higher public works spending.

"We will see some targeted measures to stimulate growth," said Kowalczyk. "They have to do something. Otherwise they will miss their target. And they cannot afford that, because this is their first year in power."

A decline in Chinese economic activity could have global repercussions, denting revenues for suppliers of commodities and industrial components such as Australia, Brazil and Southeast Asia. Lower Chinese demand already has depressed prices for iron ore and other raw materials.

Despite the slowdown, communist leaders have expressed determination to stick to plans aimed at nurturing slower and more sustainable growth.

"Major indicators are within our targeted range but we face a complex situation," said a spokesman for the statistics bureau, Sheng Laiyuan, at a news conference.

Sheng said the government's goal is to "promote restructuring" and make more of the "driving force" of the market.

Growth in factory output slowed to 9.3 percent for the first half of the year, down 0.2 percentage point from the first quarter's rate, the statistics bureau reported. Growth in investment in factories and other fixed assets in the first half declined by 0.8 percentage points to 20.1 percent. Retail sales in the first half rose 12.7 percent but that was down 1.7 percentage points from a year earlier.

"Further deceleration is possible if reforms and stimulus measures are delayed," said Alaistair Chan of Moody's Analytics in a report.

Chinese leaders have promised to launch reforms aimed at making the economy more productive and helping entrepreneurs but no major changes are expected until after a Communist Party meeting in the autumn.

Growth also has been dented by a crackdown on overly fast growth in bank lending. Government efforts to tighten lending controls caused a temporary shortage of credit in Chinese financial markets last month.

Further efforts to rein in lending, especially unregulated private lending, could hurt entrepreneurs who generate most of the country's new jobs and wealth.

The ruling party's 7.5 percent growth target for the year is stronger than forecasts for the United States, Europe and Japan, but China's weakest performance since 1991. Finance Minister Lou Jiwei appeared to try to lower expectations last week when he told reporters in Washington that growth as low as 6.5 percent would be tolerable.

The International Monetary Fund cut its year growth forecast for China last week to 7.8 percent compared with 8.1 percent in April. The IMF's forecast for 2014 was cut to 7.7 percent from 8.3 percent. The Fund's chief economist, Olivier Blanchard, said China was the country at the greatest risk of a "large decrease in growth."

Earlier this month, Beijing promised changes in its government-run banking industry, including possible creation of privately owned lenders, to increase the supply of credit to entrepreneurs and more productive companies. It gave no timetable.

"The payoff from such financial consolidation efforts will most likely show up in the medium and long-term, even if implemented successfully," said Ren of IHS Global Insight. "In the near term, the downside risk for growth has become much more elevated now than a few months ago."

(AP) ? Facing unrelenting pressure from Muslim Brotherhood protesters, Egypt's military chief sought to justify his decision to remove Mohmmed Morsi from office, saying Sunday in a televised speech that the Islamist leader had violated his popular mandate and antagonized state institutions.

The comments by Gen. Abdel-Fattah el-Sissi ? his first since the president's ouster nearly two weeks ago ? came as the designated interim prime minister pushed ahead with talks to form a new Cabinet this week.

Reform advocate Mohamed ElBaradei was sworn in as Egypt's interim vice president for international relations on Sunday. The move reinforces the role of liberals in the new leadership who are strongly opposed to the Brotherhood.

Several secular-minded candidates also have been approached to lead the foreign, finance, culture, information and other key ministries. Nabil Fahmy, who served as Egypt's former ambassador to the United States for over a decade under Hosni Mubarak, was tapped to be foreign minister, according to state media.

The United States sent its No. 2 diplomat in the State Department, William Burns, to Cairo to meet with interim government officials as well as civil society and business leaders during his two-day visit. Burns is the first high-level American official to visit since Morsi's ouster.

Many in the international community fear the ouster of Morsi, Egypt's first democratically elected president, would undermine Egypt's transition to democracy.

The State Department said Burns would underscore U.S. support for the Egyptian people and a transition leading to an inclusive, democratically elected civilian government. The United States has called for Morsi's release. Since his ouster, Morsi has been held incommunicado at an undisclosed location.

El-Sissi said the armed forces acted to remove Morsi on July 3 according to the will of the people as the country was sliding toward deeper polarization and more violence. The Islamist leader was the first democratically chosen leader after a narrow victory in elections last year.

"The armed forces sincerely accepted the choice of the people, but then political decision-making began stumbling," el-Sissi said. "The armed forces remained committed to what it considered the legitimacy of the ballot box, even though that very legitimacy began to do as it pleased and in a way that contradicted the basis and the origin of this legitimacy."

Morsi's election came after months of turmoil following the 2011 revolution that removed autocratic leader Hosni Mubarak from office, in a rocky transition that was marred by persistent protests, political disagreements and an economy teetering on bankruptcy.

His supporters say the military staged a coup in a bid to undermine the rising influence of Islamists, and thousands have camped out for days near a mosque in eastern Cairo to demand he be reinstated. The Muslim Brotherhood, which propelled Morsi to power, has called for massive protests Monday to escalate pressure on the military. Some Muslim Brotherhood leaders have called for el-Sissi to be removed, and put on trial accusing him of treason.

Brotherhood spokesman Gehad el-Haddad responded to el-Sissi's remarks, saying that the military had no right to act on behalf of the people of Egypt except through "orders of their elected commander in chief," meaning Morsi. In comments posted on Twitter, he said the military also has no right to decide which protest is worthy enough to represent the people.

Morsi was ousted by the military after four days of protests by millions of his opponents.

El-Sissi said Morsi "entered into a conflict with the judiciary, the media, the police and the public opinion. Then (he) also entered into a conflict with the armed forces." He didn't elaborate on the nature of the conflict with the military, but said that comments about the military offended "and were considered a stab to the national pride."

El-Sissi, speaking to an auditorium filled with military officers, said the armed forces could no longer stand on the sidelines as millions of Egyptians took to the streets to call for the Islamist leader to step down over allegations he was abusing his power.

The military chief said he frequently advised Morsi and finally reached out to him before giving him a 48-hour ultimatum to reconcile with opponents and address public demands. He said he sent two envoys, including then Prime Minister Hesham Kandil and a trusted legal expert, urging the president to hold a referendum on whether voters still supported his presidency, but the suggestion was rejected out of hand.

El-Sissi appealed to all parties, in an apparent nod to Morsi's supporters, to participate in the new transition, saying it is overseen by an unbiased leader and will restore the right of people to choose.

But continuing its crackdown on the Brotherhood leadership, Egypt's new chief prosecutor ordered frozen the assets of Muslim Brotherhood leader Mohammed Badie and at least 13 other senior members of the group pending investigations into deadly violence outside the organization's headquarters in Cairo and the Republic Guard forces club.

Meanwhile, the military-backed government pressed forward with its transition plan. ElBaradei, a 71-year-old Nobel Peace Prize winner, was sworn in as vice president for international relations, although his exact mandate was not clear. The former head of the International Atomic Energy Agency, the U.N. nuclear watchdog based in Vienna, returned home to assume a role in the anti-Mubarak uprising and became one of the most visible leaders in the badly fractured Egyptian liberal and secular opposition to Morsi's government.

Khaled Dawoud, a spokesman for the National Salvation Front, a coalition of largely secular groups, said ElBaradei was no longer the head of the umbrella organization because "he is now a vice president for all Egyptians."

Designated prime minister Hazem el-Beblawi also met with a number of candidates for his new Cabinet, which is expected to be announced on Wednesday.

Others expected on the roster are Mohammed Mukhtar Gomaa ? who works in the office of the head of the top learning institute in the Muslim Sunni world Al-Azhar ? as head of the religious endowment ministry. Gomaa, who also heads the faculty of Islamic and Arabic studies in Al-Azhar university, was seen as nod to moderate Islam.

The fast-track transitional timetable included also appointing two panels to amend the constitution passed under Morsi. Those changes would be put to a referendum within about 4 1/2 months. Parliamentary elections would be held within two months, and once the new parliament convenes it would have a week to set a date for a presidential election.

Violence in the aftermath of Morsi's ouster peaked a week ago Monday when the military opened fire on Brotherhood supporters who were holding a sit-in outside the Republican Guard forces club, leading to hours of clashes. More than 50 protesters were killed and hundreds wounded. The Brotherhood claimed the military opened fire on protesters, while the army says it was responding to Morsi supporters trying to storm the Republican Guard building.

Human Rights Watch said it appeared that "the military and police used unnecessary force" and that prosecutors have investigated only Brotherhood supporters and leaders for their alleged roles in the clashes, but not security forces.

"It is not clear from the footage which side used live ammunition first," according to HRW's statement Sunday, which added that "what is clear... is that the army responded with lethal force that far exceeded any apparent threat to the lives of military personnel."

Meanwhile, violence was on the rise in the restive Sinai peninsula. Soon after midnight, militants fired a missile at a moving armored police vehicle south of North Sinai's capital el-Arish, hitting instead a nearby bus carrying workers going to a local cement factory, security officials said. Three factory workers were killed and 16 were injured, including three in serious condition, medical officials said. The officials spoke on condition of anonymity because they were not authorized to speak to the media.

Security officials said militants also blew up a police station under construction in central Sinai by detonating explosive devices, leaving a resident seriously injured.

Militant groups have lashed out following the military ouster of Morsi, targeting police stations and security checkpoints and vowing to drive the military out of the area.

In the past 10 days, at least eight security officers have been killed. Christians in the area have also been targeted. Two Christians were killed, one a priest. A gas pipeline to Jordan was bombed, ending a lull in such strikes.
